Amerika ka ndërhyrë në zgjedhjet e 47 vendeve të botës.

Kanali televiziv CNN zbuloi se qeveria e Amerikës në periudhën nga vitit 1946 e deri në vitin 2000, ka ndërhyrë në 81 procese të zgjedhjeve në 47 vende të botës.
CNN në një raport të tij ka thënë se mediat e Amerikës për një periudhë të gjatë janë duke analizuar ndërhyrjen e Rusisë në zgjedhjet e Amerikës, mirëpo pyetja e cila shtrohet shumë rrallë në këto media, është kjo që a nuk ndërhyjnë qeveria e Amerikës në asnjë proces zgjedhor të vendeve të tjera botës? Daw Lujen, ekspert i institutit "Politika dhe Strategjia" në Universitetin Carnegie Mellon të Amerikës", në një intervistë me kanalin televiziv CNN, ka thënë se çështjen e ndërhyrjes së Amerikës në zgjedhjet e vendeve të tjera, e ka shqyrtuar nga vështrimi i shkencave shoqërore dhe në vazhdim deklaroi: "Amerika gjatë periudhës nga vitit 1946 e deri në vitin 2000, ka ndërhyrë në 81 procese të zgjedhjeve në 47 vende të botës". Ai për shembull, ka kujtuar ndërhyrjen e Amerikës në zgjedhjet e vitit 1948 të Italisë dhe tha: "Amerika ishte e shqetësuar që në zgjedhje mund të fitojë Partia Komuniste, prandaj ka shfrytëzuar të gjitha aftësitë dhe kapacitetet e saj për të penguar fitoren e Partisë Komuniste në këtë vend". Daw Lujen gjithashtu kujtoi ndërhyrjen e Amerikës në zgjedhjet e vendeve të tjera të botës si në Kili, Argjentinë, Japoni, Gjermaninë Perëndimore, Brazil, Indonezi, Liban, Malajzi dhe Iran gjatë dekadave të kaluara dhe theksoi: "Amerika në të shumtën e rasteve ka mbështetur grupet dhe kandidatët që ndjekin politikë në harmoni me qëndrimet e Uashingtonit. Dy e treta e rasteve të ndërhyrjes së Amerikës në zgjedhjet e vendeve të tjera, ishte sekrete dhe një e treta e tyre ishte ndërhyrje e hapur.

TH: Speaking of election interference, you write candidly in your book(Fact and Fears) that the U.S. has long tried to sway foreign elections where it had an important national interest, and you even cite a study of 81 examples. How do you square the current outrage over Russian manipulation of social media – which is kind of a tame practice compared to some of the things that the CIA did?

James Clapper: I guess the way I think about that is that through our history, when we tried to manipulate or influence elections or even overturned governments, it was done with the best interests of the people in that country in mind – given the traditional reverence for human rights.

Und deshalb setzten sie auch radioaktive Uranmunition im Irak, in Jugoslawien(Kosovo AUCH) und in Syrien ein, die auch dort zu Strahlungsvergiftungen führt. Aber auch die Menschen in Libyen und Afghanistan, die jetzt in völlig zerstörten Ländern leben, freuen sich sicher über die aktuelle Menschenrechtslage dort. Die Menschen in Syrien, die von den islamistischen Milizen, welche ebenfalls von den Amerikanern unterstützt werden, damit diese Präsident Assad stürzen – ermordet werden, denken sicher auch, dass dies........ <<nur zum Besten der Bevölkerung>> geschieht.

Skirts are cool, boys are told: School bans shorts in summer in favour of 'gender neutral' uniform policy.

A school has said boys who find trousers too hot in the summer months should instead wear a skirt as part of a ‘gender-neutral’ uniform policy.

Chiltern Edge Secondary School in Oxfordshire has banned boys from wearing shorts and insists those who don’t want to wear trousers must don a skirt.

Leaders at the school in Sonning Common introduced a ‘more formal’ uniform policy at the beginning of the academic year that stipulated that the only leg wear permitted was trousers or skirts.

Following the change, parent Alastair Vince-Porteous asked staff if his son could wear tailored shorts – but the school said that they were not part of the uniform. The bemused father was then told that the uniform policy was ‘gender-neutral’ and boys could of course wear a skirt if they wished.

The move follows a trend for schools adopting gender-neutral policies to help transgender pupils feel more welcome. Many schools now say skirts and trousers can be worn by either gender. Under the Equality Act, schools have a duty to protect transgender students from discrimination.

This case came to light at the weekend, as temperatures are set to soar to 26C (79F) next week. Mr Vince-Porteous said: ‘I was told shorts are not part of the uniform. It’s a shame we can’t be more grown up about it, we aren’t asking for ra-ra skirts or skinny jeans, just grey tailored shorts for two months a year, it’s not a big deal.

I know that in the past other schools have worn skirts so I asked if my son was able to do that – and the school said yes.’ Fellow parent Joanne Muday said: ‘It’s nuts to make the kids wear blazers and ties when it gets very hot.’

The introduction of the new uniform policy came after the school was branded inadequate by Ofsted. In August the school – which has the capacity for 900 pupils, but as of January last year had only 507 – will join the Maiden Erlegh Trust and become an academy. Students hail from nearby areas such as Caversham, Reading and Theresa May’s Maidenhead constituency.

Headteacher Moira Green said: ‘In September 2017, with the support of parents, Chiltern Edge made the decision to move to a more formal uniform. This has been a success. Maiden Erlegh Trust, in preparation for September 2018, wholeheartedly support Chiltern Edge’s adoption of a more formal uniform.’

Marrëveshja e demarkacionit Kosovë- Mali i Zi ka hyrë në fuqi më 4 qershor.

Në emër të Ministrisë së Punëve të Jashtme të Kosovës, ambasadori i vendit tonë në Malin e Zi, Skënder Durmishi ia dorëzoi notën verbale drejtoreshës së përgjithshëm për çështjet ligjore ndërkombëtare malazeze, Tatjana Raspopovic.
Pala malazeze është informuar se Kosova ka përfunduar procedurat e brendshme ligjore të nevojshme për hyrjen në fuqi të Marrëveshjes Kufitare Shtetërore midis dy vendeve e nënshkruar në Vjenë më 26 gusht 2015”, shkruan në notën verbale, raporton radio televizioni i Malit të Zi (RTCG), transmeton Telegrafi.

Siç njoftohet nga Ministria e Punëve të Jashtme të Malit të Zi, në pajtim me Nenin 12 të Marrëveshjes, data e dorëzimit të notës së Kosovës gjithashtu është koha kur ka hyrë në fuqi marrëveshja, pasi që të dyja palët kanë përmbushur procedurat e brendshme ligjore të nevojshme për hyrjen në fuqi të saj.

Mali i Zi kishte ratifikuar marrëveshjen në fund të dhjetorit 2015, shkruan më tutje në deklaratën.

Ndryshe, Kosova ka ratifikuar marrëveshjen e demarkacionit më 21 mars të këtij viti.

Kryeparlamentari Kadri Veseli pritet që të këtë të enjte të niset së bashku me një delegacion të Kuvendit të Kosovës drejt këtyre dy vendëve, Austrisë dhe Francës, për të lobuar për liberalizimin e vizave për Kosovën.
Veseli nuk do të jetë vetëm përgjatë këtyre ditëve, së bashku më të kanë vendosur të jenë edhe të gjitha përfaqësuesit të grupeve parlamentare ku do të kërkojnë heqjen e regjimit të vizave për qytetarët e Kosovës vetëm pak javë para se të publikohet rekomandimi i Komisionit Evropian për liberalizimin e vizave për Kosovën, shkruan gazetametro.net.

Megjithatë, tani kur jemi vetëm dy ditë para se delegacioni i Kosovës të udhëtojë drejt Austrisë, pritet që që nga ky lobim të ketë rezultate pozitive edhe për anëtarësim në institucionet ndërkombëtare përveç liberalizimit të vizave Kosovës.

Veseli dhe përfaqësuesit e grupeve parlamentare pritet që nga këto vizita të ketë rezultate pozitive për Kosovën, pasi sipas tyre kushtet për liberalizimin e vizave deri tani janë plotësuar nga Kosova...... SIDOMOS pas ratifikimit të demarkacionit me Malin e Zi.

Amnesty International: USA haben in Syrien Kriegsverbrechen begangen.

Die Menschenrechtsorganisation Amnesty International veröffentlichte am 5. Juni einen Bericht, in dem sie Beweise für Kriegsverbrechen der USA während der viermonatigen Belagerung der syrischen Stadt Rakka im letzten Jahr präsentierte.

Der Titel des Berichts lautet „Vernichtungskrieg“. Mit diesem Begriff hatte US-Verteidigungsminister James Mattis die Taktiken beschrieben, mit denen die Stadt vom Islamischen Staat im Irak und Syrien (IS) zurückerobert werden sollte. Der Bericht kommt zu dem Schluss, dass „die Folgen für Zivilisten verheerend waren“.

Amnesty International erklärte: „Es gibt eindeutige Beweise, dass durch die Luft- und Artillerieangriffe der [amerikanischen] Koalition tausende von Zivilisten getötet oder verwundet wurden, u.a. durch unverhältnismäßige oder willkürliche Angriffe. Sie verstoßen gegen internationales humanitäres Recht und sind potenzielle Kriegsverbrechen.“

Das Pentagon hat zwar mit den sogenannten Syrischen Demokratischen Kräften (SDF) Stellvertretertruppen organisiert, die sich fast ausschließlich aus Mitgliedern der syrisch-kurdischen Miliz YPG rekrutierten, doch ihr Vormarsch war nur aufgrund der unablässigen Angriffe amerikanischer Kampfflugzeuge und Artillerieeinheiten möglich.

Der Bericht von Amnesty zitiert Sergeant Major John Wayne Troxell von der US Army mit den Worten: „In fünf Monaten haben sie [die US-Marines] 30.000 Artilleriegeschosse auf IS-Ziele abgefeuert. Sie haben mehr Geschosse auf Rakka abgeschossen als jedes andere Marine- oder Army-Bataillon seit dem Vietnamkrieg (interesante-shenimi IM) Wir haben zu jeder Stunde und jeder Minute den IS in Rakka beschossen, egal ob mit Granatwerfern, Artillerie, Raketen, Hellfire-Raketen oder bewaffneten Drohnen.

Der Bericht stützt sich auf Satellitenbilder und Augenzeugenberichte und widerlegt damit Behauptungen des US-Oberbefehlshabers, General Stephen Townsend, der die US-Offensive gegen Rakka als den „präzisesten Luftkrieg der Geschichte“ bezeichnet hatte.

Die leitende Krisenreaktionsberaterin von Amnesty International, Donatella Rovera, erklärte: „Die Behauptungen der Koalition, sie hätte den IS durch Präzisions-Luftschläge mit sehr geringen zivilen Todesopfern aus Rakka vertreiben können, hält keiner Überprüfung stand. Vor Ort haben wir in Rakka Zerstörungen in einem Ausmaß erlebt, die mit allem vergleichbar sind, was wir in den Jahrzehnten unserer Berichterstattung über die Folgen von Kriegen erlebt haben.“

Aus Berichten aus Rakka geht hervor, dass bis zu 80 Prozent der Stadt dem Erdboden gleichgemacht wurden. 11.000 Gebäude wurden beschädigt oder zerstört. Die restliche Bevölkerung hat noch immer keinen Zugang zu angemessener Nahrung, Strom oder fließendem Wasser. Außerdem fehlen ihr die Mittel, die Sprengfallen zu entfernen, die weiterhin Todesopfer fordern, oder die Leichen aus den Trümmern zu bergen.

Die Behauptungen von General Townsend entsprechen denen aus einem Bericht des amerikanischen Verteidigungsministeriums an den Kongress vom 1. Juni. Darin räumt das Pentagon lediglich die Existenz von „glaubwürdigen Berichten über etwa 499 zivile Todesopfer und etwa 169 verwundete Zivilisten im Jahr 2017“ ein, welche die Folge der US-Militäroperationen im Irak, Syrien, Afghanistan und dem Jemen seien.

Der Pentagon-Bericht wurde auf ein Dekret des ehemaligen Präsidenten Barack Obamas hin verfasst und sollte eigentlich schon am 1. Mai erscheinen. Er ist offenkundig absurd. Laut den Beweisen, die Amnesty vorgelegt hat, ist allein die Zahl der Todesopfer in Rakka schon deutlich höher als die Gesamtzahl des Pentagons. Zudem wurde bereits vor der Zerstörung der syrischen Stadt das noch größere Mossul im Irak zerstört, und laut einer Schätzung des kurdischen Geheimdienstes kam es allein dort zu bis zu 40.000 Todesopfern.

Das Pentagon nannte nur die Gesamtzahl von 499 zivilen Todesopfern. Es lieferte keine Schätzungen der Angriffe in den einzelnen Ländern, sondern wiederholte immer wieder die durchsichtige Behauptung, das US-Militär habe bei seinen Angriffen die „schonendsten Verfahren“ und „Präzisionsmunition“ eingesetzt. Im Bericht heißt es lediglich: „Trotz aller Bemühungen der US-Truppen sind zivile Todesopfer leider eine manchmal unvermeidliche Folge von Kampfhandlungen“. Verantwortlich dafür seien Feinde, welche „Zivilisten als menschliche Schutzschilde benutzen“.

In dem Amnesty-Report heißt es, dass „mehr als 450 Berichte über zivile Todesopfer aus dem Jahr 2017 noch ausgewertet werden müssen“. Das gewaltige Missverhältnis zwischen den Schätzungen des Pentagons und den viel höheren Opferzahlen, die von Menschenrechtsorganisationen stammen, wird mit den „unterschiedlichen Arten von Informationen“ erklärt, sowie den „unterschiedlichen Methoden bei der Bewertung der Frage, ob es zu zivilen Opfern gekommen sei“.

Der Bericht von Amnesty macht deutlich, dass es durchaus zu den „Methoden“ des Pentagons gehört, dass bei der Abschätzung der Folgen die Schauplätze amerikanischer Luftangriffe überhaupt nicht aufgesucht werden. Zudem werden zivile Todesopfer oft grundsätzlich schon ausgeschlossen, bevor überhaupt irgendwelche Untersuchungen stattgefunden haben.

Schon bevor Amnesty den Bericht veröffentlicht hatte, wies der US-Militärsprecher Colonel Sean Ryan die Vorwürfe bereits zurück und forderte den Direktor der Menschenrechtsorganisation auf, „sich persönlich zu überzeugen, welch rigorose Bemühungen und Aufklärung die Koalition vor jedem Angriff betrieben hat, um den IS effektiv zu zerstören und gleichzeitig Verluste der Zivilbevölkerung gering zu halten“. Die Schilderungen von Amnesty über willkürliche Luftangriffe auf zivile Ziele beschrieb Colonel Ryan als „mehr oder weniger hypothetisch“.

Der Amnesty-Bericht basierte auf Untersuchungen an den Schauplätzen von 42 US-Luftangriffen in der zerstörten Stadt Rakka und auf Interviews mit 112 Überlebenden, die bei den Luftangriffen Angehörige verloren haben.

Amnesty zitiert in seinem Bericht den Fall der Familie Badran, die bei vier verschiedenen US-Luftangriffen 39 Mitglieder und zehn Nachbarn verloren hat. Um Schutz vor den Bomben zu finden, musste die Familie von einem Ort zum anderen flüchten.

Zuerst wurden am 18. Juli neun männliche Familienmitglieder bei einem Luftangriff getötet, während sie verzweifelt versuchten, ihre Verwandten aus einem angegriffenen Stadtteil zu evakuieren. Am 20. August wurden zwei Nachbarhäuser, in denen sich die überlebenden Familienmitglieder aufhielten, von amerikanischen Kampfflugzeugen zerstört.

Rasha, die den Luftangriff überlebte, aber ihre zweijährige Tochter Tulip durch die amerikanischen Bomben verloren hat, erzählte Amnesty:

Fast alle wurden getötet. Außer mir haben nur mein Mann, sein Bruder und sein Cousin überlebt. Der Angriff begann um 19 Uhr. Ich wurde ohnmächtig, und als ich wieder zu mir kam, hörte ich Mohammed, den Cousin meines Mannes, rufen. Ich konnte mich weder bewegen noch sprechen. Dann fanden mich mein Mann und sein Bruder. Mein Mann war am schwersten verletzt – er hatte eine Kopfverletzung, und aus seinen Ohren floss Blut. Es war dunkel und wir konnten nichts sehen. Wir riefen, aber niemand antwortete, niemand bewegte sich. Es war völlig still, abgesehen von den Flugzeugen über uns. Wir versteckten uns bis zum Morgen in den Trümmern, weil weiterhin Flugzeuge über uns flogen. Am Morgen fanden wir Tulips Leiche; unser Baby war tot. Wir haben es dort in der Nähe bei einem Baum begraben.

Die Geschichte der Familie Badran ist nur eine von vielen, die der Bericht enthält.

Er weist darauf hin, dass die Luftangriffe auf Rakka auch weitergingen, als die USA und ihre Stellvertretertruppen, die SDF, eine Waffenruhe mit dem IS ausgehandelt hatten, zu deren Bedingungen „sicheres Geleit für IS-Kämpfer aus der Stadt“ gehörte.

Der Bericht bestätigt, was BBC und andere Nachrichtenagenturen schon gemeldet hatten: „Im Rahmen dieses Deals arrangierte die SDF einen Konvoi von Bussen, der IS-Kämpfer und ihre Familien aus der Stadt in Gebiete östlich von Rakka brachte, die noch immer vom IS kontrolliert wurden. Bisher hat die Koalition nicht erklärt, warum sie weiterhin Luftangriffe flog, bei denen so viele Zivilisten getötet wurden, während die IS-Kämpfer Straffreiheit und sicheres Geleit aus der Stadt erhielten. Viele Überlebende der Angriffe der Koalition fragten im Interview mit Amnesty International, warum die Koalitionstruppen eine ganze Stadt zerstören und so viele Zivilisten durch angeblich gegen IS-Kämpfer gerichtete Luftangriffe töteten, während die IS-Kämpfer die Stadt unbehelligt verlassen konnten.“

Der Deal zwischen dem US-Militär und dem IS diente den strategischen Interessen Amerikas in Syrien, deren Hauptziel die Eroberung der Öl- und Gasvorkommen östlich des Euphrat ist. In dem Gebiet sind noch immer 2.000 US-Spezialkräfte stationiert. Washingtons Ziel ist es, der Regierung in Damaskus diese Rohstoffe vorzuenthalten, um den Wiederaufbau des Landes zu verhindern und in dem seit 2011 andauernden Krieg doch noch ihr Ziel eines Regimewechsels zu erreichen. Mit Hilfe der IS-Kämpfer, die das Pentagon weiter nach Osten brachte, wollte es verhindern, dass die syrischen Regierungstruppen die Energiereserven zurückerobern konnten.

Offiziell war Ziel der US-Intervention der Kampf gegen den IS. In Wirklichkeit ging es jedoch darum, die Bestrebungen des amerikanischen Imperialismus' zu fördern, seine Vorherrschaft über den ölreichen Nahen Osten zu stärken und den Einfluss der wichtigsten Hindernisse für Washingtons Hegemonie über die Region zurückzudrängen: den Iran und Russland.

Die Mainstreammedien haben im letzten April umfassend über die betrügerischen Vorwürfe berichtet, die syrische Regierung habe Chemiewaffen eingesetzt. Doch die jüngsten Enthüllungen über US-Kriegsverbrechen in Rakka mit tausenden von Opfern werden weitgehend ignoriert.

Hinter dem schamhaften Schweigen verbirgt sich die Beunruhigung des US-Militär- und Geheimdienstapparats darüber, dass sich trotz der Vorbereitungen Washingtons auf noch blutigere Kriege die Antikriegsstimmung in breiten Teilen der amerikanischen und der Weltbevölkerung weiter ausbreitet.

The New York Times and the murder that wasn’t.

On Tuesday, the right-wing Ukrainian regime reported that Arkady Babchenko, a Russian journalist living in Kiev and a vocal critic of the Kremlin, had been shot dead in his apartment building. Kiev immediately pointed the finger at Moscow, with Ukrainian Prime Minister Volodymyr Hroysman declaring that “the Russian totalitarian machine” was responsible for the journalist’s murder.

Within minutes, the news flashed across the globe, becoming a lead story in major news outlets in Europe and the United States, including the New York Times, the Washington Post, the Guardian and the BBC. The Mighty Wurlitzer of American propaganda began belching vast amounts of hot air.

In every report, the announcement of the murder was accompanied with the conclusion that the Russian government was behind it: that is, the US media outlets announced a murder mystery and its solution simultaneously.

The New York Times’ star reporter, Andrew Higgins, declared, “The killing of the journalist, Arkady Babchenko, a former war correspondent who stirred fury among Russian nationalists with his sharply critical coverage, is the latest in a series of attacks, many of them fatal, on outspoken foes of President Vladimir V. Putin, both inside Russia and beyond.”

Higgins, who in 2014 was forced to retract a story featuring falsified photographs of Russian troops entering Ukrainian territory, placed the murder in a long list of alleged crimes by the Putin regime, including the poisoning of Sergei and Yulia Skripal earlier this year, and the downing of flight MH17 over Ukraine in 2014.

In their coverage, the Times and other major newspapers relied on a script they have used repeatedly: A prominent critic of the Kremlin dies or is injured abroad, and Moscow is immediately blamed. Any effort by Russia to deny these claims, or even to challenge the accusations, are treated as more evidence of a malevolent Kremlin plot.

But at the height of the international furor over the murder, the unexpected took place: the corpse of Babchenko made a dramatic reappearance at a press conference called by the Ukrainian police, and the journalist announced that he had dramatically faked his own death.

Looking back on the story, it would not have taken more than a careful examination of the photo of Babchenko’s corpse released by Kiev—which showed the journalist slumped over in a puddle of a liquid resembling ketchup—to know that something was amiss.

But the American press responded to the resurrection of Babchenko by trying to find another way to incriminate the Kremlin. Typical was the editorial published by the New York Times Thursday, headlined, “Whatever It Was, We Didn’t Do It.”

“After news came from Kiev on Tuesday that a Russian journalist critical of Vladimir Putin had been shot dead, it did not take long for the Kremlin’s denial machinery to shift into high gear,” the Times wrote, complaining that the Kremlin had the audacity to deny that it was complicit in a murder that never took place.

In other words, the Times sought to shift the story to the Kremlin’s “denial machine,” instead of what the incident has exposed about the lies peddled by the Times. What really stands exposed is the propaganda machine operated by James Bennet, the editorial page editor of the Times, who manipulates the news in the service of the intelligence agencies to promote war abroad and political repression at home. For Bennet, when one lie is exposed, the time has come to reply with an even bigger lie.

Every editorial published in the online edition of the New York Times includes a note that the editorial section “is separate from the newsroom and the Op-Ed section.” Nothing could be further from the truth: In fact, they are generally indistinguishable. The Times routinely places stories on its news page that consist entirely of unsubstantiated claims and speculation, which then becomes the basis for the editorials promoting war and domestic repression.

For more than a year and a half, the US media has been engaged in a campaign against what they call “fake news” allegedly spread by Russia and its sympathizers. In the name of this campaign, the major media outlets, leading politicians, and the US intelligence agencies have justified the imposition of the most sweeping regime of internet censorship in US history, deleting thousands of social media accounts, silencing oppositional viewpoints, and burying left-wing news sites in search results.

But the fraud of Arkady Babchenko’s murder has shown who the real purveyors of “fake news” are: not the oppositional news sites targeted for censorship, but the newsrooms of the mainstream press in New York, Washington and London.

Fall Skripal: Bundestagsgutachten sieht keine völkerrechtlichen Versäumnisse Russlands.

Linke fordert von Bundesregierung Ausweisung russischer Diplomaten rückgängig zu machen - Verantwortung Russlands bis heute nicht nachgewiesen.

Einem Gutachten des Wissenschaftlichen Dienstes des Bundestages zufolge hat sich Russland bei der Aufklärung im Fall des vergifteten Ex-Agenten Skripal in London im Einklang mit dem Chemiewaffen-Übereinkommen (CWÜ) verhalten. Zu diesem Schluss kommt eine "Völkerrechtliche Bewertung des Falls Skripal", die der "Neuen Osnabrücker Zeitung" vorliegt. Ferner hält das Gutachten fest: "Die Verantwortung Russlands für das Attentat auf den Ex-Agenten Skripal in Großbritannien ist bis heute nicht nachgewiesen."

Nach derzeitigem Stand sei "ein offenkundiger Verstoß Russlands gegen Kooperationsverpflichtungen aus dem CWÜ nicht zu erkennen", heißt es in dem 14-seitigen Papier. Demnach habe Russland anlässlich einer Dringlichkeitssitzung der Organisation zum Verbot chemischer Waffen (OPCW) vorgeschlagen, gemeinsam mit Großbritannien zu ermitteln, wer für den Anschlag auf den russischen Ex-Spion Skripal verantwortlich sei, "und damit - zumindest formal - seine Kooperationsbereitschaft bekundet." Großbritannien lehnte den Vorschlag jedoch als "pervers" ab.

Die Linkspartei sieht in der Bewertung des Wissenschaftlichen Dienstes eine Bestätigung dafür, "dass die Reaktion der Bundesregierung nach der mutmaßlichen Giftattacke im britischen Salisbury übereilt und unseriös war". Das sagte die Linken-Außenexpertin, Heike Hänsel, der "NOZ". Die Ausweisung russischer Diplomaten, der sich auch die Bundesregierung angeschlossen habe, sei daher "nicht akzeptabel und eher Teil einer Kampagnenpolitik gegen Russland denn seriöse Außenpolitik, die rechtsstaatlichen Kriterien folgt", sagte Hänsel weiter und forderte die Bundesregierung auf, die "Ausweisungen rückgängig zu machen."

Fadil Vokrri, predsjednik kosovoskog nogometnog saveza, preminuo je u 57. godini života od srčanog udara.

Baš je pod njegovom vladavinom Kosovo ušlo prije dvije godine uUefu i Fifu.

Kako javljaju mediji iz Kosova, Vokri je preminuo u 9 i 30 ujutro tijekom treninga. Slavni napadač rođen je 23. lipnja 1960. u Podujevu, a nogometnu karijeru započeo je u FK Lapi. Igrao je za Partizan, Nimes, Fenerbahče, Bourges i Motlucon dok je za reprezentaciju tadašnje Jugoslavije zabio šest golova u 12 nastupa.

Vokrri kishte ftesë nga presidenti i UEFA-s për të qenë i pranishëm në hapjen e evenimentit më të madh të sportit në botë.

Madje, miq të afër të tij kanë treguar në kushte anonimiteti se Vokrri po e priste me padurim prezencën në hapje të Botërorit.

Por, zemra e tradhëtoi atë. Në ditën kur ai duhej të merrte rrugë, vendi do të jetë në ditë zie në respektin për veprën e madhe që la pas.

Only half of people who died by suicide had diagnosed mental health conditions.

Suicide rates are up by 30 percent across the nation since 1999, federal health officials reported Thursday.

And only about half the people who died by suicide had a known mental health condition, even though depression had been thought to be the major cause of suicide, the Centers for Disease Control and Prevention said.

While many cases of mental illness may have been diagnosed, the CDC also noted that relationship stress, financial troubles and substance abuse were contributing to the trends.

Suicide rates in the United States have risen nearly 30 percent since 1999, and mental health conditions are one of several factors contributing to suicide," the CDC researchers wrote in their report.

From 1999 to 2015, suicide rates increased among both sexes, all racial/ethnic groups, and all urbanization levels.

Middle-aged adults had the largest number of suicides and a particularly high increase in suicide rates. These findings are disturbing," said CDC principal deputy director Dr. Anne Schuchat.

Nearly 45,000 people died by suicide in 2016, the CDC team found.

“What we tried to do in this study was look at the state level at trends over time,” Schuchat said.


“Unfortunately, the suicide rates went up more than 30 percent in half of the states.”

Suicide rates have increased in every state since 1999 with the exception of Nevada — but Nevada has already long had one of the highest suicide rates in the country.

“A key thing that we focused on was looking at individuals who committed suicide, comparing those with mental health diagnoses with those who didn’t,” Schuchat told NBC News.

More than half of all the individuals who committed suicide had no mental health diagnoses.

That may be in part because it’s so difficult to get mental health care, said Dr. Jack Rozel, medical director of the Allegheny crisis services facility in Pittsburgh and president-elect of the American Association for Emergency Psychiatry.

I run a major crisis center. We have 150 staff. We provide almost 150,000 services every year,” Rozel, also a psychiatry professor at the University of Pittsburgh Medical Center, said.

Yet even his team sometimes has problems finding help for people.

“I think I am reasonably well-connected. About a year ago a friend of mine reached out to me. He was feeling more sad, more anxious, than usual," Rozel said.


It took me days to get him an appointment with someone. It’s a problem.

Even when people do have treatment, Rozel said, it may be difficult to find the right approach and to find the time and money to continue.

“The first medication doesn’t always work. Sometimes you have to find a second or a third. Or a therapist — for whatever reason you don’t connect, you don’t link. It puts people in a very tough spot," he said.

I have been learning as a nation we have seen increases and decreases over time in suicide,” she said. “Increases mostly seem to correlate with economic downturns.”


Suicide rates increased the most in some Western and Midwestern states, including Montana, Idaho, Wyoming, North and South Dakota and Minnesota, as well as Kansas and Oklahoma.

Those are generally rural states,” Schuchat noted. “We know the economic downturn hit rural states hard and the recovery sometimes takes longer in some of those rural communities. We also know in rural states that access to care may be harder.”

Firearms were the most common method used. They were used in nearly half of all suicides and in 55 percent of the cases where there was no known mental health condition.

The CDC team dug into more details in 27 states. When details were available on what may have been factors in suicides, the CDC team found:

  • 42 percent had a relationship problem
  • 28 percent had substance abuse issues
  • 16 percent had job or financial problems
  • 29 percent had some kind of crisis
  • 22 percent had a physical health issue
  • 9 percent had a criminal legal problem

Russian military is building a giant 'war cloud' to serve as a back-up internet so the country could survive exile in future conflicts - and it will be ready in just two year.

The Russian military is building a giant cloud that will function as a back-up internet, a new report has revealed.

The cloud, which is set to be completed by 2020, will connect to the military's vast internal network and would allow wartime Russia to survive even if it was disconnected from the internet.

The country could run commercial traffic using its own internal network, according to the source, which revealed the so-called 'war cloud' is a significant part of the country's 'ongoing modernisation drive'.

The cloud, which is being built at a cost of 390 million rubles ($6 million/ £4.5 million), will rely on data centres all over the country.

The first one has purportedly already been completed in the military's Southern District.

This is an area that includes the illegally annexed Crimean peninsula as well as parts of eastern Ukraine, according to a report by Defence One.

The creation of this first centre makes Russian presence in the region even stronger.

President Vladimir Putin's top IT adviser Herman Klimenko has previously stated that during wartime the country could run on the military's pre-existing internal network - called the Closed Transfer Segment.

'Technically, we are ready for any action now,' he told Russian TV station NTV back in March.

According to Sam Bendett, an associate research analyst at non-profit research organisation CNA, the country sees this as key to helping protect its data from Western interference.

'Russia is investing in military high-tech development, and especially in domestically produced software and hardware', he told Defence One.

'The data centres working with this cloud are all made with 'Russian components', said Mr Bendett, who is also a fellow in Russia studies at the American Foreign Policy Council.

'Until recently, many IT components in the military and civilian sectors were Western - that is starting to change', he said.

The country sees using data as a significant part of its 'ongoing modernisation drive', he added.

At the end of last year, it was first revealed the country was creating an 'independent internet' which would operate separately from the Domain Name System (DNS) used worldwide.

During a meeting of the Russian Security Council, officials discussed an initiative to create an alternative to the DNS, claiming the move could protect Russia and a handful of other nations in the event of a large-scale cyberattack.

But, some suspect it could be a way for Russia to launch its own malicious operations, Defence One reported at the time.

The independent internet would cover the 'BRICS' nations – Brazil, Russia, India, China, and South Africa.

According to Russian news site RT, Russian President Vladimir Putin is targeting August 1 for its completion.

The alternative DNS is designed to protect the BRICS nations 'in the event of global internet malfunctions.'

And, it would operate outside the control of international organisations.

In the past, Russian officials have insisted that the nation is not looking to detach from the global internet, but instead protect it from 'possible external influence.'

'Russia's disconnection from the global internet is of course out of the question,' Press Secretary Dmitry Peskov said in 2014, according to RT.

Mr Peskov also added, 'recently, a fair share of unpredictability is present in the actions of our partners in both the US and the EU, and we must be prepared for any turn of events.'

The spokesman then went on to say the nation has to 'think about how to ensure our national security.'

In light of the new plan, however, experts are not convinced that the move is entirely about national security concerns.

Using an independent internet would reduce some of the risks of hacking an opponent, according to DefenseOne.

The alternative DNS would keep the key trading partners connected – and separate from the target of attacks.

'There is a deep irony in Russia citing the increased capabilities of Western nations going attacks in the informational space,' technologist Peter Singer told DefenseOne.

'It is like the fake social media account of the pot calling the kettle fake.'

Umfrage: Mehrheit der Deutschen sehen USA nicht mehr als vertrauenswürdig an.

Berlin - Laut einer neuen Umfrage sehen 82 Prozent der Deutschen die USA nicht als verlässlichen Partner.

Wie das am Freitag veröffentlichte Politbarometer von ZDF zeigte, halten demnach nur 14 Prozent der Deutschen die USA für einen vertrauenwürdigen politischen Partner.

Deutschland, Großbritannien und Frankreich forderten die USA auf, am Atomabkommen festzuhalten, jedoch ohne Erfolg. 65 Prozent der Befragten sind der Meinung, dass das Festhalten der übrigen Unterzeichnerstaaten am Abkommen gelingen wird.

Ausserdem sind 36 Prozent der Deutschen der Meinung, dass Moskau vertrauenswürdiger sei als Washington.

Die Umfrage wurde in der Zeit vom 15. bis 17. Mai 2018 bei 1.200 zufällig ausgewählten Deutschen telefonisch erhoben.

Diese Umfrage erfolgte nachdem die deutsche Bundeskanzlerin Anfang Mai bezüglich des Ausstiegs der USA aus dem Atombkommen mit Iran betont hatte: "Die Zeiten, in denen wir uns auf die USA verlassen konnten, sind vorbei."
