European Policies Research Centre

1. NATURE OF APPOINTMENT


The European Policies Research Centre seeks a Research Fellow, for a period of one year in the first instance, to contribute to the comparative European policy research in the Centre. You will participate in the research programmes on regional development, particularly with respect to the design and regulation of national regional policies and the implementation of EU Structural Funds. The post would potentially suit a post-doctoral researcher in a relevant discipline or an applicant with a first degree and subsequent work experience on regional development. You should be completely fluent in English and one or more Nordic/Scandinavian languages.


2. THE UNIVERSITY AND THE CITY


The University is situated in the heart of the City of Glasgow, between the medieval cathedral and the commercial centre. Transport, shops and entertainment are close at hand. Glasgow is the industrial and commercial capital of Scotland and the various groups that have contributed to its population over the centuries have given it a cosmopolitan outlook. It has a lively cultural life as home of the national orchestra, opera and ballet and several theatre companies and it possesses a number of fine art galleries; it is the headquarters of the national press and broadcasting media. Glasgow’s numerous higher education establishments have made it a major educational centre.


The Scottish countryside and its splendid recreational and sporting facilities are easily reached from Glasgow.


In addition to the staff club on campus the University owns a historic country house set in a fifty acre estate on the shores of Loch Lomond which is run as an educational and recreational centre for staff and their families.


3. THE UNIVERSITY OF STRATHCLYDE


The University of Strathclyde was formed from the Royal College of Science and Technology and the Scottish College of Commerce and received its Charter in 1964. Both these institutions had long traditions of involvement in higher education, in the case of the Royal College dating back to 1796.


The University merged with the former Jordanhill College on 1 April 1993 — staff and students of the former Jordanhill College becoming the University’s fifth Faculty, the Faculty of Education.


The total number of students actively associated with the University is over 14,000. The full-time students are broadly distributed over disciplines as follows: Engineering including Architecture – 2,450; Science and Applied Sciences – 3,000; Arts and Social Sciences – 2,050; Business Management and Professional Studies – 3,050; Education – 3,100. A high proportion of students are aged 21 or over. The University has over 3,700 employees including some 1,600 academic and academic-related staff.

4. THE FACULTIES


The academic departments of the University are organised in five Faculties - the Faculties of Science; Engineering; Arts and Social Science; Education and the Strathclyde Business School. Each faculty is responsible to Senate through the Faculty Board for the Undergraduate and Postgraduate courses offered to students.


5. DUTIES OF THE POST


The main responsibility of the Research Fellow will be to undertake research on regional policy in the Nordic/Scandinavian countries as part of two major research programmes underway in the Centre:


· Regional Policy in Western Europe. EPRC carries out comparative research on national regional policies, notably the design of regional policy instruments, the designation of assisted areas and the EU competition policy rules governing the control of State aids. The appointee would be expected to contribute to this research, where appropriate, especially studies comparing and analysing how regional policies operate among Member States and at the level of the European Union.


· EU Structural Funds. EPRC is engaged on comparative studies on the design, implementation and evaluation of Structural Fund programmes in all EU Member States. The appointee would be expected to participate in these studies, where appropriate, in particular in the IQ-Net project, which is a three-year programme of research and debate on applied issues of programme management. In both these areas, the main responsibility of the appointee would involve monitoring and analysing developments in EU and national regional policy in various EU countries, particularly in Finland, Norway and Sweden. Involvement in other research programmes within the Centre (eg. research on the internationalisation of business, gender mainstreaming in public policy, regional restructuring in Central and Eastern Europe, EU competition policy) would be possible depending on the interests and expertise of the appointee. Within these areas, researchers would also be encouraged to develop their own research interests.


With respect to the above areas of research, the appointee will be primarily engaged in team-based research involving the following tasks:


· desk research: collating and working with policy documents and literature in English and other accessible Nordic/Scandinavian languages, and undertaking comparative analysis using various research methods;


· fieldwork: preparing and carrying out fieldwork interviews with government officials in the Nordic area and other European countries;


· publications: drafting reports and papers for policy sponsors; writing papers for academic publications;


· dissemination: presenting research results and papers at seminars and conferences; providing policy advice to practitioners, civil servants and politicians;


research development: contributing to the development of Centre research programmes; preparing and submitting tenders/proposals.


6. STAFF DEVELOPMENT


The Centre has an active training programme for all staff. Researchers are encouraged to develop their personal and professional skills, for example through postgraduate study, language courses, IT programmes, writing leave, participation in conferences and seminars and various types of training courses. The Centre provides financial support and/or time to participate in such opportunities. Internal training options are supported by the specialist staff training and development department of the University of Strathclyde, which operates an extensive programme of training courses. All staff are reviewed each year, and there is a complementary University Personal Development Planning process taking place every two years.


The University has an established system for reviewing and appraising staff for promotion. The Centre actively encourages staff in seeking promotion opportunities in line with their experience and expertise.


7. THE EUROPEAN POLICIES RESEARCH CENTRE


The European Policies Research Centre is an independent research institute within the Business School Faculty. It has specialised in regional and industrial development in Europe for over 20 years and provides research expertise for both public and private organisations across a range of policy areas - regional, industrial, technological, social, urban and environmental covering the countries of Western Europe, Central and Eastern Europe.


Directed by Professor John Bachtler and Professor Douglas Yuill, the Centre has an interdisciplinary staff of 13 who specialise in economics, geography, public policy, planning, business studies, history and law. The Centre has linguistic expertise in English, French, German, Spanish, Italian, Czech and Polish. The Centre operates from Glasgow and has alliances with partner institutes in Austria, Germany, France, Scandinavia, Poland, Hungary and Russia.


The Centre’s research portfolio consist of six programmes:


· Regional development policies of Western European countries

· EU structural and cohesion policies

· Foreign investment and the internationalisation of business

· Mainstreaming equality in policies and programmes

· Regional restructuring in Central and Eastern Europe

· Competition policy and subsidy discipline


The EPRC is heavily reliant on external research funding and receives sponsorship from over 50 public sector organisations throughout Western, Central and Eastern Europe. In recent years, the Centre has had sponsorship from government departments in 12 Western European countries, seven Directorates-General of the European Commission, the European Parliament, Nordic Council of Ministers, Organisation of Economic Co-operation and Development, International Labour Organisation and over 20 regional authorities.

The Centre is well-resourced with administrative, secretarial and IT support staff. It operates its own highly integrated IT network, and invests heavily in the provision and application of IT hardware and software. The Centre also has extensive library resources, particularly with respect to regional policies and EU Structural Funds.


EPRC has extensive international links, not just through its sponsorship but through partnerships and networks with research institutes, universities and practitioner organisations in every Western, Central and Eastern European country as well as North America. Many of the Centre’s projects involve international collaboration, and there is an active ‘visiting scholars’ programme.

The salary offered on appointment will be on Grade 1A of the national university salary structure for Research and Analogous Staff, currently £18,265 - £27,339 per annum (review pending), and will be based on the experience and qualifications of the successful candidate.

KENNAN INSTITUTE SHORT-TERM GRANTS (up to one month's duration)

The Kennan Institute offers Short-term Grants to scholars whose research in the social sciences or humanities focuses on the former Soviet Union (excluding the Baltic states), and who demonstrate a particular need to utilize the library, archival, and other specialized resources of the Washington, D.C., area. Policy-relevant research is preferred. Academic participants must either possess a doctoral degree or be doctoral candidates who have nearly completed their dissertations. For non-academics, an
equivalent degree of professional achievement is expected.

Short-Term Grants provide a stipend of $100 per day. The Kennan Institute cannot provide office space or computers for Short-Term Scholars. Travel and accommodation expenses are not directly covered by this grant. There is no official application form for Short-Term Grants. The applicant is requested to submit a concise description (700-800 words) of his or her research project, a curriculum vitae, a statement on preferred dates of residence in Washington, D.C., and two letters of recommendation specifically in support of the research to be conducted at the Institute. All of these materials may be submitted via e-mail except for the letters of recommendation. The letters should be sent, with signature, either by fax or by post. Applicants should also note their citizenship or permanent residency status in their materials. Applications should be submitted in clear dark type, printed on one side only, without staples.

Grant recipients are required to be in residence in Washington, D.C., for the duration of their grant. Four rounds of competitive selection for Short-Term Grants are held each year. Closing dates are December 1, March 1, June 1, and September 1. Applicants are notified of the competition results roughly six weeks after the closing date. U.S. citizens, permanent residents, and non-Americans are eligible for Short-Term Grants, although funding for non-American applicants is limited. Awardees who are not U.S. citizens or permanent residents must come on a J-1 visa sponsored by the Institute in order to collect their stipend. Approximately one in three American applicants and one in six non-American applicants are awarded
Short-Term Grants in each of the four competition rounds.

The Short-Term Grant Program is supported by the Russian, Eurasian, and East European Research and Training Program of the U.S. Department of State (Title VIII) and the Kennan Institute endowment. Continuation of the Short-Term Grant Program in 2004-2005 is contingent on future funding.

The New Europe College in Bucharest (Romania) announces the REGIONAL
FELLOWSHIPS PROGRAM in the humanities and social sciences starting
October 1, 2004.

Targeted are researchers and academics (preferably young) from
South-Eastern Europe (Albania, Bosnia-Herzegovina, Bulgaria, Croatia, Greece,
Former Yugoslav Republic of Macedonia, Republic of Moldova, Slovenia,
Turkey, and Yugoslavia), who are in the final stage of completing a Ph.D.
program or who already have the Ph.D. title.

Duration of the Fellowship: one term or a full academic year (10
months)
a) October through February, b) March through July, or c) October
through July.

Location: the New Europe College in Bucharest.

The Fellowship consists of: a monthly stipend (basic stipend of 460
EURO - tax free), accommodation, a one-month research trip abroad to an
institution of the Fellow's choice (2,560 EURO for transportation,
accommodation, and per diem), international transportation to and from the
home country of the Fellows at the beginning and the end of the
Fellowship, as well as for season holidays.

The Fellows are expected to work on a project to be published by the
New Europe College after the end of the Fellowship (in English, French,
or German), and to take part in the scientific events organized by the
New Europe College (seminars, workshops, conferences, lectures held by
foreign scholars, symposia, etc.).

Working languages: English, French, and German. A good command of
English is desirable.

One year fully-funded Teacher-Fellowship in Albanian Studies tenable in
London.


The School of Slavonic and East European Studies (University College
London) and the British Embassy, Tirana, invite applications from
academic
specialists in history, politics, economics, sociology, linguistics,
anthropology, ethnic and minority studies, gender studies, or cultural
studies for a fully-funded Teacher-Fellowship in Albanian studies. The
purpose of the Teacher-Fellowships is to provide training and
experience of
British university teaching, research, and administration. The post is
funded by the British Foreign and Commonwealth Offices Chevening
Scholarships Scheme and SSEES/UCL, and will support a Teacher-Fellow
for
ten months from the 1 September 2004 until 30 June 2005 as a visiting
faculty member at SSEES attached to the Centre for South-East European
Studies.


The Teacher-Fellowship will be awarded by the School of Slavonic and
East
European Studies following free and open public competition. Applicants

of the humanities or social sciences supported by SSEES. Preference

Justice Initiative Fellows Program at Central European University


(2004-2006 session)


The Open Society Justice Initiative (Justice Initiative), part of the
Open
Society Institute (OSI), joins with Central European University (CEU)
to
announce Justice Initiative Fellows Program. The aim of the program is
to
support and further develop a network of lawyers and activists working
on
human rights-related issues
The Human Rights Fellows Program is a two year program of study and
practical work experience. Up to ten applicants will be selected in
2004 to
participate in the program.
Applicants from the following regions and countries are eligible to
participate in the program: Central and Eastern Europe, the former
Soviet
Union, Mongolia, West and Southern Africa, Great Lakes region in
Africa,
Southeast Asia, Middle East, Haiti, Guatemala, Mexico and Peru.


Applicants must be nominated by a non-governmental organization
concerned
with human rights. The applicant must demonstrate a strong commitment
to
human rights, a university degree and a high degree of proficiency in
English. Criteria for selection will include the experience of the
applicant, the applicant's potential to contribute to the protection
and
promotion of human rights, and the suitability of the applicant's
proposed
role in the nominating NGO. Upon their selection, Fellows will be
required
to sign an agreement with Justice Initiative according to which they
will
commit themselves for two years in the program: the first year to be
spent
with the Central European University. The second year is to be spent in
his/her home country working with the nominating NGO.
Human Rights Fellows will reside a total of one year in Hungary, at CEU
Legal Studies Department. They will undertake a degree program (M.A. or
LL.M. in Human Rights, dependent on their undergraduate degree), in
which
they will be required to fulfill the requirements of the Human Rights
Program at Central European University. During their stay at CEU the
Fellows will also participate in a three-month internship placement
with
leading NGOs in Europe from January till March.


The Justice Initiative Fellowship will be administered by the Legal
Studies
Department of the CEU in the partnership with Justice Initiative during
the
first year of the program. Financial terms will be identical to CEU
policies for full scholarship students. Human Rights Fellows will
return to
their nominating NGOs after the first year, where they will spend at
least
one year working on human rights advocacy on a non-profit basis:
providing
legal services, undertaking human rights litigation, providing training
and
education, etc. Justice Initiative will pay a local salary during this
second year that is equal to an amount determined to be similar to
equivalent work by the nominating NGO. This amount will be provided to
the
nominating NGOs in the form of a grant.


Application Procedure
Please note that applicants must submit their applications to the CEU
Admissions Office. Applicants must meet the general CEU Admissions
requirements ( http://www.ceu.hu/prospective_students.html), as well as
the
CEU Legal Studies Department Admissions Requirements

must
include:

1. Nominating letter from an NGO describing the need for having a
lawyer, activist or scholar working in the organization and
contractually
committing to Justice Initiative to hire the applicant for at least one
year after he/she returns from the twelve-month training program in
Hungary. The nomination letter should also indicate a monthly salary
gross
rate in USD (including all taxes and fees) that will be offered to the
applicant by the NGO in the event that he or she is selected for the
program (which would be provided to the NGO by Justice Initiative in
the
form of a grant).

2. If applicable, a copy of your Bar Association membership, or
the
date scheduled for your examination.

3. English Proficiency Proof (if available). If no language test
had
been taken, this test will be carried out during the procedure (the
period
of time will be clarified later). For the applicants from FSU and CE
Europe
the test will be carried our by local Soros Foundation/Open Society
Institute Coordinators, in other regions applicants will be contacted
separately.

4. Statement of purpose for applying to the Justice Initiative
Fellows
program. Proposal of project activities that the candidate plans to
work on
during the second year of fellowship.

THE DEPARTMENT OF POLITICAL SCIENCE
The Department of Political Science has about twenty international
residential faculty members. We offer Master of Arts and Doctor of
Philosophy programs in Political Science, which are registered by the Board
of Regents of the University of the State of New York (USA) for and on
behalf of the New York State Education Department. Specializations include:
- comparative politics
- political economy and public policy
- social and political theory

The MA program consists of one year of course work, including a short
thesis. The PhD program consists of one year of course work and up to five
years allocated to writing the dissertation.

Die ZEIT-Stiftung bietet dem besonders qualifizierten Nachwuchs der
Geschichtswissenschaften und benachbarter Fächer, vor allem der
Kunstgeschichte, die Möglichkeit, sich im Rahmen von Dissertationen mit
Aspekten der Geschichte Mittel- und Osteuropas zwischen Mittelalter und
Zeitgeschichte auseinander zu setzen. Gegenstand können beispielsweise
die Geschichte der Beziehungen der Nationen, die vergleichende Analyse
innerer Entwicklungen, aber auch Regionalstudien sein. Voraussetzung
ist
das Bemühen, sich mit der Geschichte einer anderen mittel- oder
osteuropäischen "Nachbarnation" zu befassen. Dies gilt auch für
Bewerber, die selbst aus dem Osten Europas stammen. Als Nachbarn werden
die historischen Nachbarn des Alten Reichs begriffen, was die
Geschichte
Russlands wie der südosteuropäischen Nationen einschließt. Ausdrücklich
sind ideengeschichtliche, wissenschafts- und kulturgeschichtliche
Arbeitsvorhaben erwünscht.

Die Stiftung gewährt abhängig vom jeweiligen Studienland eine
monatliche
Unterstützung von bis zu EUR 1000 über einen Zeitraum von zwei Jahren.
Eine Verlängerung um ein weiteres halbes Jahr ist im Einzelfall
möglich.
Eine Unterstützung für außergewöhnliche Sach- und Reisekosten kann
hinzukommen.

Die Bewerber müssen ihr Hochschulstudium abgeschlossen haben oder
unmittelbar vor dem Abschluss stehen sowie eine besondere Befähigung zu
wissenschaftlichem Arbeiten erkennen lassen. Sie sollten das dreißigste
Lebensjahr noch nicht vollendet haben. Bewerbungsunterlagen sind über

Per ne Itali duhet te lidhesh me universitetet perkatese dhe te aplikosh per pasuniversitare. Ndersa per bursen do te duhet te aplikosh me vete nepermjet Ministrise se Puneve te Jashtme Italiane qe kane edhe website, si edhe nje formular bursash shkolle online.

Nese do te shkosh me larg, bursa pasuniversitare ne ekonomik ofrohen bursa per shqiptaret nga Stratfordshire University, UK por eshte full time, ndersa PHD eshte ne distance.
Shkojne cdo vit 2-3 shqiptare nga Shqiperia, si edhe 4-5 shqiptare nga Kosova.

German Project management and Civic Engagement

Theodor-Heuss-Kolleg of Robert Bosch Foundation encourages students and young people from the countries of Central and Eastern Europe, South Eastern Europe and the Community of Independent States to apply for a yearlong education (accompaying regular studies) in project management starting in summer 2004. Participants are invited to seminars to discuss political and social issues and receive training in project management as well as internship opportunities.

Hauser Research Scholars Program

The Hauser Global Law School Program at New York University School
of Law is pleased to announce new scholarship
opportunities for junior academics who wish to spend a year
in residence at NYU Law engaging in research and producing a
significant piece of original, publishable scholarship.
The application deadline for 2004/2005 is January 16,
2004 .

Scholarly Mission
The primary mission of the Hauser Research Scholars Program is to
facilitate the production of original, publishable legal
scholarship by academics at the beginning of their
university careers. Our aim is to provide funding and
support to such people so that they can dedicate
themselves in an academic environment towards completing
a significant scholarly project. The Global Program plans to integrate
the scholarly projects of Hauser Research Scholars with
the work of colloquia, centers and seminars which are at
the core of the intellectual life of the Law School.

Amount of Awards
It is anticipated that the award will be $25,000 for the 2004/2005
academic year. This will cover most of the cost of
subsidized
housing in New York, which the Global Program will
assist the Hauser Research Scholars to find. We will
also be happy to support the Scholars in finding other
sources of funding to cover their total expenses for the
academic year.

Expectations
All scholarship recipients must complete a significant piece of
original, publishable legal scholarship, in English, during
their time in residence at NYU Law. We hope to publish
an early draft of this publication as a working paper at
the Law School.

You must be in residence for a full academic year to receive this
award. Recipients will be expected to fully participate in
the
intellectual life of the Law School. For example, they
must attend and contribute to colloquia, seminars and
other such events within their areas of interest. During
the course of the academic year, there will also be
several mandatory events that Hauser Research Scholars must
attend.

Eligibility
The Hauser Research Scholars Program is open to:
Junior academics from outside of the United States who wish
to spend a full academic year at NYU Law working on a major piece
of legal scholarship. Preference will be given to
candidates who have already secured a position at a
university.

J.S.D. candidates at NYU Law who are in the second or third
year of their program, are well advanced in the research and
writing of their dissertations, are embarked on an
academic career and for whom a Hauser Scholarship
would lead to successful completion of the J.S.D.
degree.

Successful applicants will have outstanding academic records in
college and/or at a university. Academics who are pursuing a
degree at an institution other than NYU Law may not
apply for this scholarship. In addition, this program is
not open to established scholars, such as tenured
faculty at foreign law schools.

How to Apply
To apply for the Hauser Research Scholars Program, please submit
the application form (MS Word) along with the
following materials to the HGLSP office by January 16,
2004 . The completed application form (PDF) should be
emailed to the Global Program at law.global@nyu.edu .
A current curriculum vitae or resume that includes your publication
record.

A full-fledged research proposal that describes your research
questions, the methodology to be utilized, the expected results
of the work, and the projected contribution to the
field of inquiry.

The research proposal should be preceded by a one-page abstract.
The title of your proposal should indicate fully the
nature
of your research project.

At least two letters of recommendation. Please ask your referees
to send the letters directly to the Global Program by email
(
law.global@nyu.edu ) or facsimile (212) 995-4656. The
recommendation letters must demonstrate the referee's
familiarity with the candidate's work and should
include comments on the quality and feasibility of the proposed
research.

Please do not send transcripts of your academic record. Should
the need arise, the Global Program will ask for the supporting
documentation.

Although it is not required, we encourage the applicants to contact
NYU Law faculty members with a view to establishing
synergies between the proposed research and a
colloquium, center or seminar. We will give serious
consideration to all applications, but preference will
given to candidates whose work coincides with one of colloquia,
center or seminar.

Note: Applicants are expected to have a level of English
language proficiency sufficient to write a publishable
piece in English.

Erasmus Institute- Notre Dame Erasmus Fellowships
Application deadline: January 30, 2004



The Erasmus Institute annually admits nine fellows to its center on the campus of the University of Notre Dame. Erasmus Fellows devote their time here to concentrated research and writing on individual projects related to the Institute's goals as they are articulated in the mission statement.
Fellowships are directed to three kinds of scholars: junior and senior faculty, postdoctoral scholars, (recent Ph.D.s who do not hold a regular faculty position), dissertation students (advanced graduate students fully engaged in the writing phase of their dissertation projects).
Fellowships are provided for a complete academic year although applications for a single semester will be considered. The Institute will provide each fellow with a private office (dissertation fellows share an office), a telephone, access to the Notre Dame computer network, and limited photocopying and fax facilities, as well as library privileges and use of the University's recreational facilities. While the Institute does not provide housing, the Off-Campus Housing Office at the University can assist fellows with their housing needs.
Fellowships are both stipendiary and non-stipendiary. Stipendiary dissertation fellowships provide $16,000; postdoctoral fellowships $35,000; faculty fellowship stipends vary according to the fellow's 2003-2004 salary at time of application. The Institute also welcomes applications for residence from scholars with funding from other sources.
