Aim of the seminar

Main aim of the project is to exchange information about position of volunteerism in different countries members of CoE and to contribute to reinforcement of suitable legal framework for national and international volunteering.


Objectives:

q To exchange information about position of volunteerism in some of the countries members of CoE.

q To build new partnerships and plan concrete actions and projects related to establishment of the legal framework for volunteerism, on national and international level, and plan future work on better recognition of volunteer work.

q To increase knowledge and skills about advocacy techniques and tools in building of legal framework for volunteerism on national and international level.

q To increase level of knowledge about level of Youth Policy development in SEE and correlation with future development of voluntarism in specific countries members of CoE.


Main program elements
Themes of the workshops:

q Position of volunteerism in CoE countries

q Youth mobility and volunteerism as a part of Youth Policy, Structures of decision making in countries present on the meeting

q Elements of good advocacy campaign with concrete action planning for future advocacy related to volunteerism.

q Presentation of relevant documents adopted by Council of Europe, UN and other institution.


NGO fair with the aim to present work of the organizations participating in the meeting to local NGOs, members of local municipality and representatives of Steering Committee for development of National Plan for Youth in Montenegro. Idea is to give broader picture to all parties involved: member of national team that is leading process of Youth policy development in Montenegro and participants of the meeting it self, involved in similar work in heir own countries.


Public awareness campaign in local community during meeting itself, members of ADP - Zid will organize campaign about volunteerism on national level. It will be called: WEEK OF VOLUNTEERISM and participants of the meeting would be invited to help in PR activities.

English, Serbian/Croatian/Bosnian (for some lectures)


Participants
25 participants from Council of Europe member states or signatories to the European Cultural Convention.


An important criterion for selection of participants will be previous experiences in working on voluntarism development projects. Another criterion will be their experience in youth policy development, desirable but not mandatory.


Board and logging

Fully covered by organizer.


Travel expenses

Will be covered up to 70 %, but max 250 Euro for participants from EU. For destination close to Montenegro, we shall be able to suggest for participants to travel by train or bus.


Participation fee

For participants from EU country is 50 Euro, and for participants from candidate and SEE countries is 30 Euro.

Interested candidate should send:

- Motivation letter, explaining why they are interested in this particular subject and in which way they would implement acquired knowledge after the meeting.

Optional:
- Abstract about Situation related to voluntarism in the home country, with overview of voluntarism legislation or/and Influence of the Youth Policy on Volunteerism Development. Interested candidate would be invited to present their work during the program of the seminar, and would not need to pay participation fee.

An International Working Paper/Essay Competition and Workshop of the
Irmgard Coninx Foundation, the Social Science Research Center Berlin and
Humboldt-University

Successful applicants to the competition will be invited to Berlin to
discuss their research and ideas with prominent scholars at one of
Europe's leading research institutions.

Irmgard Coninx Research Grant:
An international jury will award the Irmgard Coninx Research Grant for
the best paper.
This includes a three month fellowship at Humboldt-University, one of
Germany's most prestigious academic institutions.

Program Details:

As a continuation of our program on human rights, the 2007 program will
focus on "Population Politics and Human Rights."

Three planned workshops will address social, political and economic
aspects of population politics today. Three evening lectures with
prominent scholars and politicians will accompany the workshops.

Invited are:

Up to 45 participants in the essay/working paper competition will be
invited to join an international conference and workshop in Berlin on
"Population Politics and Human Rights" in February 2007.

The Irmgard Coninx Foundation will cover costs of travel to and
accommodation in Berlin for invited participants of the competition.

Competition details:

The invitation extends to scholars (maximum 5 years after Ph.D.), human
rights activists and journalists. The research paper/ essay should
revolve around the following question:

Can political intervention to family planning and fertility behaviour
be brought into harmony - at the global, national and regional levels -
with human rights, including the right to reproductive health, to
self-determination, to freedom of movement and residence within and across
the borders of the state, to a secure existence and social protection?

We seek essays and reserach papers from the following fields and

We are looking for Europeans especially from Central and Eastern Europe
- who are active in European projects and organisations or would like to
become - who are interested in meeting other active citizens from other
European countries - who want to help develop projects which aim at
strengthening Euopean identity and the involvement of European citizens
in the building of Europe - who want to improve their project management
skills, learn new techniques and gain from the experience of others -
who want to learn more about the YOUTH programme of the European Union
and other funding possibilities

The aim of this project is to strengthen voluntary cross-border
projects involving old and new EU-member states (and neighbouring
countries) and to initiate new activities.

We are looking especially for people who have already been active in
projects and who would like to improve their skills and increase their
personal network.

Minimum age for participants is 18, there is no maximum age. The fee for
the whole training week is 50,-- Euro. Travel cost will be reimbursed by
70 %.

Committee of the 11th World Multi-conference on Systemics, Cybernetics and

Please find enclosed a call for applications for participants in the training course Human Rights Education for Enhancing Intercultural Dialogue with Young People. This is a Euro-Mediterranean training course for multipliers active in human rights education and intercultural dialogue with young people in South East Europe and in the Euro-Mediterranean cooperation context. It will be held from 16 to 22 April 2007 at the European Youth Centre Budapest.

The course is organised in the framework of the Partnership on Youth between the Council of Europe and the European Commission and in co-operation with the Anna Lindh Euro-Med Foundation for the Dialogue between Cultures. The working languages of the training course will be English and French.

Activism and the State of Neo-liberalism

22-23 June 2007, Budapest, HungaryDeadline for submitting the abstracts is 31 March 2007The Department of Sociology and Social Anthropology of
Central European University is pleased to announce its First Graduate
Student Conference that will take place in Budapest on 22-23 June 2007. The
conference aims at bringing together graduate students, scholars, and activists
who are committed to understanding forms of neo-liberal governance and
capitalist states as well as the concrete mechanisms of resistance to and
contestation of neo-liberal imperatives. We invite abstracts that address
related theoretical concerns, discuss empirically based research, or present
the particular experiences of activists. Our goal is to bring together
participants of a variety of disciplines and geographical loci.

PANEL DISCRIPTIONS

1. Panel: States of Neo-liberalism


The panel seeks to discuss the
complex and often ambiguous processes connected to the transformations that states
are going through due to neo-liberal reforms of the last decades. The ‘retreat’
of the nation-state from economic and social regulations has been accompanied
on the one hand by the increasing prominence of supranational organizations
like the IMF or World Bank, and on the other by increased opportunities for
sub-national groups or organizations. At the same time, the state itself is
undergoing important transformations, inviting further analysis of how
practices of neo-liberal governmentality are relayed through clearly
identifiable state policies and apparatuses.

This panel invites contributions
focusing on:

·
the new types of relations between state actors
and non-state actors such as social movements, NGOs, international
organizations, and the business sector;

·
the novel practices of the neo-liberal state
such as re-scaling, devolved sovereignty, and the new forms of spatiality and
their cultural-ideologica l representations.

2. Panel: Of markets
and transnational movements


This panel invites papers that examine the concrete links
between civic activism and donors, charity organizations and other funding
bodies. The focus of the panel is on the specific cases of distribution and/or
competition for money in the framework of the marketization of civil society
and the paradoxes of cooperation between civic movements and trans/national
sponsoring agencies.

The panel encourages the submission of abstracts related to
the following themes:

·
civil society initiative, fund raising,
accountability;

·
allocation of aid, conditionality of financial
support, transnational donors and European Union initiatives.

3. Panel: Fighting
subalterities


Though subalterity seems a position from which the most
urgent criticisms of the global neo-liberal regime and its transfiguration onto
local politics can be launched, it is also a condition that people usually seek
to overcome. This panel seeks to explore the complex processes involved in
simultaneously organizing as a subaltern group and overcoming subalternity,
i.e., of ‘fighting subalternities’ . In particular we hope to look at how the
internal dynamics of organized subaltern (indigenous, Roma, dalit..) movements
have been affected by neo-liberal rule.

The panel calls for papers that look at:

·
the divisive pressures of neo-liberalism on
leaders and constituencies of subaltern social movements;

·
the difficult connection between lived subaltern
experiences and their public, political representations.

encouraged to submit an abstract (not more than 300 words) and a short cv to

The Institute for European Studies (IES) at the Vrije Universiteit Brussels (VUB), the Institut d'Études Européennnes (IEE) at the Université Libre de Bruxelles (ULB), the UN University programme for Comparative Regional Integration Studies (UNU-CRIS), and the Egmont – Royal Institute for International Relations invite papers for the GARNET Conference 'The European Union in International Affairs', to be held in Brussels on 24-26 April 2008. The conference will be the first of what we hope will be a series of conferences on this theme. The second conference is planned for 2010.

The Conference is organised in the framework, and with the support, of 'Global Governance, Regionalisation and Regulation: the Role of the EU' (GARNET, Network of Excellence, 6th EU Framework Programme for Research, 2005-2010). Through the Conference, GARNET aims to continue the development of a world-class multi-disciplinary network of researchers, analysts and practitioners with expertise in key areas of global and regional governance with a particular focus on Europe's role. The Conference in particular constitutes one of the core activities of the GARNET jointly executed research project on 'Theoretical issues on the EU, UN multilateralism and global governance'. It is, however, expressly open to participation from non- GARNET members.

The Conference will provide a forum for discussion and exchange of ideas among the growing number of scholars that take an interest in understanding the interface of EU and international politics and law. Interest in the role and place of the European Union in international affairs has grown in different sections of the scientific community, including foreign policy analysis, the investigation of international institutions, international political economy, international and European law, European Studies (including comparative analysis of policy and law in EU member states), policy studies, and development studies as well as other fields. The Conference will also attempt to foster exchange between the academic and policy communities, especially through keynote addresses by senior policymakers and a number of 'policy link' panels featuring a mixture of academics and practitioners. In total, we expect up to 150 conference participants.

To this end, we invite in particular papers that cover one or more of the four conference themes:

The EU, the UN and Global Governance: Theories, Institutions, Processes, Actors As a global actor, the EU is embedded in an international framework, including multilateral institutions and organisations. Contributions may address such topics as the role of the EU in treaty-based regimes, in international organisations or in more informal institutions such as the G8, and the ways in which these institutions form and influence the EU as an international actor. They may also explore in more detail the processes and actors that shape the EU's role in global governance, including the implementation of the EU's international obligations. In general, explorations of the institutions, processes, (legal) competences, decisions and actors present in EU-global governance relations are appreciated.
The EU in a Globalizing World: The Security and Economic Dimensions Exploring the distinct, yet related policy fields of security and economics promises to help improve our understanding of the conditions of the EU's role in a globalised world in different policy areas. . Security: Security considerations include the formulation of EU strategies to deal with different threats as well as developments in the field of European Security and Defence Policy. Relevant security issues include global terrorist activity, conflict-resolution, non-proliferation, security assistance and support for reform, and peace- building efforts in various parts of the world, including on the EU's new borders. They in particular cover the nexus between security and development and between security and energy supply. . Economy: The EU has a very significant role to play in global economic activity and policy. While the European Commission has the leading role in the area of international trade, EU member states remain the prime actors in important other international economic contexts ( e.g. World Bank, IMF), which results in a complex political and legal mix of shared EU and Member States' competences.
The Interplay between EU Member States, the EU and International Affairs The vertical dimension in developing an EU outlook on international law and politics raises various questions. For example, what is the impact of the EU's internal multi-level order on the EU as a foreign policy actor and the formulation of "EU" foreign policy? How can the EU's external activities be monitored and controlled? What role do various foreign policy strategies of EU member states play ( e.g. isolationist, Atlanticist, protectionist, multilateral/ internationalist)? What are the driving forces of different strategies and approaches (threat perception, preferences, etc.)? How and to what extent do the activities of individual member states shape or contravene a common EU approach in international affairs? To what extent is the EU bound by international law in its international relations?
The EU, Interregionalism and the Challenge to Multilateralism The EU interacts with other world regions and major players. As such, it promotes cooperation within and between different regions as well as with other countries, including under the new EU Neighbourhood Policy. What is the prospect of inter-regional cooperation fostered by the EU both with relevant formal organisations ( e.g. APEC/ASEAN, NAFTA, the AU, UNECE, OSCE, MERCOSUR) and more informal groupings? What are the EU's strategies for dealing with other regions and actors, how efficient and effective are they, and which (legal) instruments are used? To what extent do these strategies challenge broader, global cooperation? What can we learn from these interactions regarding the analyses of EU foreign policy and European integration?

Southeast Europe and EU - Leadership Devel. Prog.

Southeast Europe and EU - Leadership Development Programme: Launch of Applications!

In an effort to support the integration process in Southeast Europe, the fourth Southeast Europe and the EU Leadership Development Programme supports 30 young people from the countries of Southeast Europe as well as broader Europe. The programme was initiated in 2006 by the TRANSFUSE Association, Berlin, and the College of Europe, Bruges. Starting from 2008, the European Fund for the Balkans in Belgrade has joined the initiative and generously supports the programme.

The Programme will consist of the following activities:
Two-week Summer Academy in Germany (Berlin/Schloß Neuhardenberg)
29 August - 12 September 2009
The curriculum will include topics related to the European Union and the development of its relations with Southeast Europe as well as wider issues of international and economic relations. Practical training components focussing on negotiations, project management and presentation skills will provide participants with essential leadership qualities.

Joint Projects in Southeast Europe
between November 2009 and March 2010
The participants will work together in small multicultural groups to develop and implement a joint activity in Southeast Europe.

Five-day Seminar in Belgium (Brussels/Bruges)
April 2010
The Final Seminar offers visits to the EU institutions and NATO in Brussels and to the Campus of the College of Europe in Bruges.

The Programme will be led by an Academic Dean, who will guide the participants through the different aspects of the Programme. The working language of the Programme is English. The participants are expected to be available during the overall period of the Programme (July 2009 - April 2010) and to attend each planned activity.

Only 30 selected applicants will be invited to participate. Their participation in the Programme will be sponsored by the European Fund for the Balkans, an initiative by the Robert Bosch Stiftung, the King Baudouin Foundation, the Campagnia di San Paolo and the ERSTE Foundation, hosted by the Network of European Foundations.

Organisers

The School is organized by the Centre for the Study of Democracy of the
University of Westminster, London and the Anglo-Serbian Society, Belgrade.

The co Directors of the School are: Prof. Vukasin Pavlovic, Faculty of
Political Science, Belgrade and Prof. Margaret Blunden, Professor Emeritus
of the University of Westminster.

The School's Council is composed of two co-directors and additional three
members: Prof. Vojislav Stanovcic, Corresponding member of the Serbian
Academy, Dr. Simon Joss, Director of the Centre for the Study of Democracy,
and Dr. Slobodan Markovich, Executive Director of the Summer School.

The Background of the Idea

The School was originally organised by the Faculty of Political Science of
the University of Belgrade and the University of Westminster. This annual
summer school has been held since 1998. A group of professors from the
Faculty of Political Science (FPS), University of Belgrade led by Prof.
Vukasin Pavlovic, and The Centre for the Study of Democracy, University of
Westminster, London (CSD), led by Prof. John Keane, established the
International Summer School for Democracy, to be organised every year. The
School was originally called The Yugoslav-British Summer School for
Democracy, but was later re-named The International Summer School for
Democracy. Due to the repressive Bill on Education enacted during the reign
of former Yugoslav dictator Slobodan Milosevic, the School was placed under
organisational control of the Anglo-Yugoslav Society and the Centre for the
Study of Democracy, who have directed it since 1999. In 2004 the
Anglo-Yugoslav Society changed its name to the Anglo-Serbian Society.

This School was established after several years of successful academic
co-operation between scholars from CSD and FPS. Results of the joint
research project THE SUPPRESSED CIVIL SOCIETY (during 1994 and 1995), as
well as joint meetings on CIVIL SOCIETY, WAR AND PEACE (London, February
1996), and UNIVERSITY, SOCIETY AND DEMOCRACY (Budva, March 1997)
established that interest, willingness and capacities for joint efforts do
exist to improve and develop co-operation in teaching and research
processes in the field of political science with a special stress on
problems of democracy and political and social changes. The International
Summer School for Democracy is one of the very important forms of this
co-operation.

The 2004 course was: GLOBALISATION, THE EUROPEAN UNION AND THE WESTERN BALKANS
The 2005 course is: CULTURAL IDENTITIES AND DEMOCRACY IN EUROPE AND IN THE
BALKANS
The 2006 course will be NATIONALISM AND DEMOCRACY

The Mission of the School

- To improve junior faculty skills in modern democratic theory;
- To create networks of young scholars, political and NGO activists in SEE
dealing with democratic theory;
- To analyse conditions and possibilities for democratic social changes,
especially in so called transition societies;
- To develop and promote academic exchange between Western universities
with Serbia and SEE countries.
- To improve regional academic co-operation and to overcome mutual
stereotypes and preconceptions

Participants and Lecturers

The main target group of participants are junior faculty, young political
and NGO activists. There will be up to 30 participants altogether. Fifteen
participants are to be selected from Serbia and an equal number will come
from elsewhere in the region of South-Eastern Europe (Albania, Bosnia and
Herzegovina, Bulgaria, Croatia, Hellenic Republic, (F.Y.R.) Macedonia,
Montenegro,. and Romania). Participants should have at the very least a BA
degree, and preferably an MA degree in the social sciences or humanities.
All other nationals are welcome to apply but the organisers can contribute
only partially to their transportation costs.

All transportation and accommodation costs for participants
selected are covered by the School through donations.

The course lecturers (resource persons) are professors and associates from
the Centre for the Study of Democracy and other British universities
(London School of Economics and other schools), from the University of
Belgrade, as well as professors from SEE, Western Europe, and the United
States.

Objectives
1. The strengthening of existing networks from previous schools and the
creation of new networks of critically oriented, open-minded individuals
from the field of social sciences endeavoring to contribute to the process
of democratization in SEE both theoretically and practically.
2. Dissemination of democratic theory among young political leaders, junior
scholars and NGO activists in the region of SEE, thus facilitating the
consolidation of democracies in the region.
3. Promotion of Euro-Atlantic integrations.

Rationale
The School was initiated during the authoritarian rule of Slobodan
Milosevic, and has always endeavoured to foster regional co-operation and
keep Yugoslav political and NGO activists and young scholars open to
experiences and practices of Euro-Atlantic community. It was established at
a time when Serbia faced xenophobia and ethnic hatred and this was an
effort to overcome such attitudes. In the meantime the School has been
developed into an active promoter of democratic values and tolerance in the
region of SEE and it has become a regional Balkan School open to
participants from other European countries.

Time and Place
The School lasts two weeks. In will be held from September 4, till
September 15, 2006. The School will take place in Belgrade in Hotel Majestic.

Topics
The International Summer School for Democracy in 2006 will be dedicated to
the topics of Nationalism and its role in the countries of SEE, Europe and
the United States. Nationalisms will be analysed in relation to
transitional countries, the role it has played in SEE and how it can be
overcome in the future.

Participants will contribute with their first-hand experience in afternoon
workshops.

Format
There will be three morning lectures every day from 10.00 till 13.30 with a
break till 17.00. In the afternoon times Afternoon Workshops will be held
from 17.00 till 19.00.
All lectures are divided in half-an-hour introductions to the topic and the
remaining time is dedicated to debates and questions for the lecturers.

Afternoon Workshops

All the selected participants are expected to prepare a either short
presentation (15 minutes long) or an essay (3-5 pages) dealing with one of
the following topics:

- Nationalism and transition in my country
- Empirical research on nationalism in my country
- National and/versus European identity in my country
- National and/versus regional identity in my country
- Nationalism and democracy in my country

Presentations and essays can be either descriptive or analytical depending
on preferences.
The organizers will attempt to publish all adequately prepared essays and
presentations in the Proceedings of the Summer School that are regularly
printed in English.

Accommodation and Transportation
The Summer Seminar will be held in hotel Majestic (accommodation is in
double rooms) in the very centre of Belgrade, Serbia. The organisers will
cover adequate transportation costs to Belgrade from the region in
agreement with the organisers. Travel costs of applicants applying outside
of the region of SEE can be covered only up to the average transportation
costs of participants from the region.
Arrival Day
All the participants should arrive to Belgrade on Sunday September 3, 2006,
in afternoon or evening hours.
Rooms in Hotel in down town Belgrade are double. The hotel is situated in
the very heart of down town Belgrade.
Departure Day
All the participants should depart from Belgrade on Friday, September 15,
in afternoon hours.
IMPORTANT NOTE: All the participants are expected to attend all the
lectures. Organisers are not in a position to offer places to participants
who will be able to attend only part of lectures or who will not be able to
be present at the seminar all the two weeks.
VISA REGIME: Nationals of the following countries do not need visas for
Serbia: EU nationals (including European zone), nationals of Bulgaria,
(FYR) Macedonia, Bosnia and Herzegovina and the Republic of Croatia.
Citizens of Albania and Romania need visas for Serbia and the Anglo-Serbian
Society will send to selected participants appropriate letters of
invitation and will offer all other technical assistance should it be
needed. Visas for Romanian citizens can be picked up in Bucharest or
Timisoara and visas for the citizens of Albania in Tirana.

10th – 30th July 2006
By August 3, 2006 the Selection Committee will have selected applicants.

Selected applicants will receive e-mails and will be asked to confirm their
participation and will be informed what transportation costs the organisers
can cover. After confirming their participation they will receive official
letters of invitation.

REQUIREMENTS:

1. Applicants should have at the very least a BA degree, and preferably an
MA or PhD degree in the social sciences or humanities. Applicants without
completed BA degrees will not be taken into consideration.

Applicants should be researchers or lecturers. They can also be political
or NGO leaders in their community.

2. All participants should be proficient in English since all the lectures
are in English.

3. Participants should preferably be nationals or residents of SEE
countries or other neighbouring countries. Nationals of other countries can
also apply but the organisers can not guarantee that they will be able to
cover all their travel costs.

All transportation and accommodation costs for selected participants from
SEE are covered by donors of ISSD.

two hundred words why they wish to be participants of the School
