OC groups from outside the EU
Ethnic Albanian OC groups continue to be among the main threats to the EU, as
well as to the accession States and Norway. They are mainly involved in trafficking
in human beings and drug smuggling. They are often associated with extreme
use of violence, especially when they compete with other groups. Despite their
traditionally exclusive group membership, ethnic Albanian OC groups do, however,
have an increasing amount of contact with other groups, although this often
concerns other ethnic Albanian groups with which they share family ties.
A key feature of ethnic Albanian OC groups is their graduation from their role as
facilitators and service providers to established OC groups, taking over certain
criminal markets once they have acquired the necessary knowledge. This has
been the case in the vice industry in the United Kingdom and in the Turkish
heroin trade in many countries, although in a number of Member States, Turkish
OC groups continue to dominate the trade.
It is important to note, however, that Albanian groups have not entirely abandoned
their role as criminal service providers, although this has moved in a new
direction. For example, Albanians are acting as intermediaries for Colombian OC
groups engaged in international cocaine smuggling. They also export marihuana
from Italy to the Netherlands, Russia and other countries.
